Ministry of Commerce Drafts Textiles and Apparel Policy 2025-30

The Ministry of Commerce has drafted the Textiles and Apparel Policy, 2025-30, aimed at sustaining growth and competitiveness in Pakistan’s textile sector, which contributes 24% to large-scale manufacturing and accounts for 55% of national exports.

The draft policy comes as the current Textiles and Apparel Policy, 2020-25 nears completion, having served as a key framework for export development, market access, and regulatory reforms over the past five years.

Consultations on the new draft are underway with key stakeholders including sectoral councils, trade bodies, research institutions, and academic representatives. The process, which is expected to conclude by the end of May, is intended to ensure that the policy is shaped through broad-based input and grounded in practical realities of the industry. The policy emphasizes competitiveness, sustainability, and alignment with global ESG standards.

Key areas of focus in the draft include supply chain development, infrastructure expansion, market diversification, trade and investment promotion, and regulatory simplification. These measures aim to reduce the cost of doing business and support long-term resilience in the textile and apparel industry.

The government has requested feedback from key ministries, departments, and affiliated organizations to help finalize the policy. Their input will be reviewed before the draft is submitted to the Economic Coordination Committee (ECC) and then forwarded to the federal cabinet for approval.

The Ministry of Commerce has underlined that if no response is received from the concerned stakeholders within the consultation timeline, it will be assumed that there are no objections to the proposed draft.
