PTA Sets Strict Rules to Protect 5G Users in Pakistan

The Pakistan Telecommunication Authority (PTA) has set detailed service rules for companies that will take part in the upcoming 5G spectrum auction, which is scheduled to be held by the end of February 2026.

These rules are listed in the Information Memorandum recently issued by PTA and will be a binding part of the license framework for next-generation mobile services in Pakistan.

According to the document, companies that receive 5G licenses will be required to provide emergency services, follow legal rules for lawful interception, and offer equal services to all users without discrimination. Operators must maintain service quality, availability, and reliability while meeting national security requirements. They will also have to allow regulators to inspect their radio equipment when required.

The Information Memorandum also introduces strict rules on pricing and consumer protection. Operators must follow the Telecom Consumer Protection Regulations 2009, ensure that their prices are fair, and avoid practices that harm competition. They will be required to provide detailed billing information to consumers when requested.

PTA has kept the authority to regulate prices, terms, and conditions in markets where an operator has Significant Market Power. This includes the power to demand prior approval before any tariff changes are made.

In addition, license holders must follow data protection and privacy laws, protect the confidentiality of communications, and comply with rules related to spam, unsolicited messages, and fraudulent communication. Operators will also be required to publish updated coverage maps on their websites, clearly showing service areas and the type of service being offered, including both 4G and 5G.

The obligations further require companies to support local manufacturing of mobile phones and telecom equipment. They must also ensure site clearance according to PTA and FAB procedures and submit performance bank guarantees to secure their rollout commitments.

PTA has stated that the following quality of service standards, including any future performance indicators introduced by the regulator, will remain mandatory throughout the entire license period.
