Saqlain Mushtaq Heights Affectees held Press Conference: Demanded Refund or Time-Bound Handover After Years of Delay

ISLAMABAD, Saturday, July 18 2026: Affectees of Saqlain Mushtaq Heights, a residential project promoted under the name and chairmanship of famous cricketer Saqlain Mushtaq, held a press conference in Islamabad and demanded the immediate return of their invested amounts or a binding, time-bound completion and handover plan. They said bookings began in late 2016 and early 2017, but nearly a decade later the apartments remain undelivered, even the grey structure remains incomplete, and buyers see no credible route to possession.

The affectees said the project was marketed in Bahria Town Phase 8, Rawalpindi, as a 50-kanal, low-rise family residential development comprising seven Ground-plus-four-floor towers, 550 apartments, penthouses and double-basement parking under a 3.5-year installment plan. They said Khalid Awan and Khalid Awan Associates were also directly associated with the project’s sales and marketing. According to the affectees, Saqlain Mushtaq and Khalid Awan jointly launched and managed the project and were both responsible for the commitments made to buyers.

Talking to the press, the affectees presented the original project brochure, which carried a signed chairman’s message from Saqlain Mushtaq and promised transparency and truthfulness, commitment and quality, and delivery on every promise made to customers. They also presented booking and payment records, written possession commitments, correspondence and recent site visuals before the media.

According to the documents, the original delivery expectation was June 2020. A letter issued on January 16, 2019, stated that possession of a Tower 7 apartment would be handed over on or before June 30, 2021. It also committed rental compensation at PKR 30 per square foot per month if possession was delayed.

The affectees said bookings and installments were taken from clients in Tower 4, Tower 5 and Tower 7, but construction did not progress accordingly. They said meaningful construction did not begin on Towers 4 and 5, while Tower 7 remains only partially built and has still not reached a completed grey-structure stage.

They said buyers had repeatedly sought construction schedules, revised timelines and formal responses through meetings, calls, WhatsApp messages and written requests since at least 2020. Later SMH letters acknowledged delays, communication gaps, rising costs and the need for a revised construction and financial roadmap, which management said would be shared within four to six weeks. The affectees said no satisfactory roadmap or visible implementation followed.

They further said that in January 2026 they learned the same project was being marketed under the name “Al Muqeet Heights” without informing existing Saqlain Mushtaq Heights buyers. According to them, fresh bookings were being offered for the fifth and sixth floors of Tower 7 under a new schedule of around three and a half years, while original buyers had already been waiting for nearly ten years.

The affectees also objected to Tower 4 being shown as “Not Launched,” saying booking agreements, client records and payment documents establish that the tower had been booked and had existing buyers. They said this description contradicted the documented record.

They called upon Saqlain Mushtaq, Khalid Awan and the management of Saqlain Mushtaq Heights to provide a written resolution. They demanded either completion and handover according to the original commitment or a refund based on the current market value.
